To reset Photoshop so that it starts with it's default window arrangement hold down the Command-Option-Shift keys in Mac or the Ctrl-Alt-Shift key in Windows.

When you are asked if it is OK to delete the "settings file" answer yes. When the program starts it will have its default windows up.
